A Tier S skill does not simply make its user stronger; it introduces a new rule into the local reality of the Scenario, bending cause and effect in ways the System's own architecture was not always designed to contain.

Individual Tier S skills vary by holder, but all share the trait of introducing a new rule or force into the local Scenario rather than merely amplifying existing stats.
